I’ve been in Washington D.C. for the past few days to give you an inside “behind the scenes” look at what’s going on and to tell you the truth no one else will. What the media is telling you is incomplete and often completely misleading. A declaration of Palestinian statehood would not be merely a symbolic act at the UN. Israeli defense minister Ehud Barak warned his compatriots that a pro-Palestinian, diplomatic tsunami was about to crest. Presently the Palestinians have observer status at the UN, as do the Vatican and the EU. The desire to be a sovereign member is not a pipe dream.

Last year President Obama declared that he hoped the Palestinian state could be admitted to the United Nations by the time world leaders gathered in September in New York City for the annual General Assembly session. A request for membership requires a two-thirds majority to be approved. Today that would mean 128 votes from 192 member states. Presently 112 countries have recognized a sovereign Palestinian state with acceptance to come from more in the next few months provoked by Prime Minister Netanyahu’s response to President Obama’s bold declaration.

The president knows that he could push it through the Security Council, or if the U.S. abstained, it would be passed. President Obama was quite clever when he met with Mr. Netanyahu when he said, “Symbolic actions to isolate Israel at the United Nations in September won’t create an independent state.” In terms of UN membership, he is correct. Chapter two, article 4 of the UN Charter says, “The admission of any such state to membership in the United Nations will be affected by a decision of the General Assembly upon the recommendation of the Security Council.”

That suggests the U.S., a member of the Security Council, would veto any Palestinian membership if negotiations with Israel do not succeed. But a U.S. veto may not matter. An effort is underway at the UN to garner support for a General Assembly vote in favor of Palestinian membership. Supporters would have to find 193 votes to have a two-thirds majority of the General Assembly. The plan then would invoke resolution 377—the “Uniting for Peace” resolution: “Resolves that if the Security Council, because of lack of unanimity of the permanent members, fails to exercise its primary responsibility for the maintenance of international peace and security in any case where there appears to be a threat to the peace, breach of the peace, or act of aggression, the General Assembly shall consider the matter immediately with a view to making appropriate recommendations to Members for collective measures, including in the case of a breach of the peace or act of aggression the use of armed force when necessary, to maintain or restore international peace and security.”

This simply means that the UN General Assembly would bypass the Security Council. Both Mr. Obama and Mr. Netanyahu know that any signs of weakness by the president could be apocalyptic for the state of Israel. The perfect storm could sweep over Israel in September. The White House and State Department attempted to topple Mr. Netanyahu in 2010. It was thought that forcing him to agree to a freeze on Jewish construction in the West Bank and most of Jerusalem could potentially cause his ouster.

Just two weeks ago, the U.S. special envoy to the Middle East, George Mitchell, resigned his post. Why? Prime Minister Netanyahu told him unequivocally that Israel would not negotiate with the Palestinians now that Hamas had been brought into the fold. He refused to bargain with a terrorist organization whose charter openly calls for the destruction of Israel, the same group responsible for having lobbed more than 10,000 missiles into Israel.

President Obama’s game with Israel is not high-stakes poker; it is Russian roulette. He knows that the Quartet—Russia, the EU, the UN, and the U.S.—is seriously considering endorsing the creation of a Palestinian state along the 1967 borders with East Jerusalem as its capital.

President Obama considers Netanyahu an obstacle to his Middle East peace initiative. There is one primary reason the prime minister has come to the U.S., and that is to lobby against Palestinian statehood in the UN in September.

Mahmoud Abbas, chairman of the Palestinian Liberation Organization, laid out his Palestinian state appeal on Monday, May 16 in the New York Times. Referring to Israel’s declaration of statehood on May 14, 1948, Abbas said, “This month, however, as we commemorate another year of our expulsion—which we call the nakba, or catastrophe—the Palestinian people have cause for hope: this September, at the United Nations General Assembly, we will request international recognition of the State of Palestine on the 1967 border and that our state be admitted as a full member of the United Nations … Palestine’s admission to the United Nations would pave the way for the internationalization of the conflict as a legal matter, not only a political one. It would also pave the way for us to pursue claims against Israel at the United Nations, human rights treaty bodies and the International Court of Justice.”

In essence, the plan is to isolate and demonize Israel and strangle her economically. What President Obama has done with his statement is to draw a line in the sand forcing Netanyahu to…as we say in Texas, “fish or cut bait.” He has demanded that the prime minister cooperate with the Obama plan or suffer the consequences.

Prime Minister Netanyahu is risking everything by taking on President Obama and accepting an invitation to speak to a joint session of Congress. He made his speech yesterday in hopes that Bible-believing, evangelical legislators and others would stand with Israel.

Already 112 nations have recognized a Palestinian state, including Italy in just the past few days. The plan is for official state recognition in September at the United Nations. The only person who can stop this—in the natural—is President Obama with a Security Council veto, and there is no certainty that the Obama Administration will stop a plan that is largely what they have been calling for. The only ministry, to my knowledge, that has taken on this crisis is the Jerusalem Prayer Team.
